When do the clothing stores start selling clothes for spring and summer and get rid of all the winter clothes?

All of the stores at the mall are having their winter clearance sales and I am sick of seeing winter clothes. I want to get started shopping for spring clothes! When do the stores come out with all the new stuff?

    today I seen swim suits and hardly any winter stuff at Target and other stores as well
